Referring to your No. 4 of the 31st May, I have the

honour to report on the question of the Hongkong complaint

with regard to the discrepancies between Hongkong and Coast

Port Coolie Steamer measurements, and also, as requested,

to enclose a copy of a Swatow admeasurement certificate.

I note that the Hongkong contention applies chiefly to

Amoy, and not to Swatow.

To judge from the figures given for the "Liangchow" :-

Hongkong, 781: Amoy 1100: Swatow 940, it would appear that

the discrepancy is greater in the case of Amoy. This is

mentioned without prejudice to Amoy, which port will, doubt-

less, tell its own story.

With regard to Swatow procedure: Section 22 of the

Ordinance states: "All emigrant ships clearing out or pro-

ceeding to sea on any short voyage under a general or out-

port, license, shall be subject to the regulations contained

in the 4th Schedule to the Ordinance." It follows therefore

that the 4th Schedule governs absolutely the emigration

from Swatow to Indo-hina, the Straite, and Siam.

Section 11 of the 4th Schedule empowers the Emigration

cer, if he thinks fit, to employ any duly qualified

al practitioner, master mariner, marine surveyor, or

person whose professional resistance and advice he may

ire, for the purpose of ascertaining whether the re-

rements of the Asiatic Emigration Ordinance, 1915, have

duly complied with, and, in accordance with this

jesty's Minister,
